About HELP
A team of socially motivated individuals consisting of journalists, lawyers, doctors, social scientists etc., came together and
decided to promote and strengthen the anti-arrack movement initiated by women in Nellore district in the year 1992. This team
very intensively involved in the above task till the prohibition of arrack had been imposed in the state of Andhra Pradesh. At
the meeting of the above team, which was held at Nellore in 93, it was unanimously decided that the members should form
themselves into an association to attend to the welfare and protection of the Rights of the marginalized and Vulnerable women
and children in the society.

Thus, HELP came into existence in the year 1993. HELP with other like-minded NGOs in '94, initiated work on the issues of
commercial sex workers’ in the Coastal Andhra Pradesh.

The main objective of HELP is to stop child prostitution, trafficking and second- generation prostitution. The goal of HELP is
promoting social justice and social development in relation to issues of crime and victimization. HELP focuses on the long­
term social change goal within the context of organized prostitution in the red-light areas of Coastal Andhra Pradesh.
THE WORK OF HELP:
HELP is based in red-light areas located in Narasaraopet, Chilkaluripet, Guntur, Mangalagiri and Tenali (Guntur Dist) &
Ongole, Chirala (Prakasam Dist). HELP works with all individuals/Groups involved in the phenomenon of prostitution, be they
victims or perpetrators of prostitution. HELP sees the group of prostituted women as victims and various agents in the prostitution
market such as brothel-keepers, pimps, customers, shop-keepers, etc., as perpetrators. HELP also perceives certain
persons as vulnerable to prostitution, which is either vulnerability to being prostituted or vulnerability to becoming a perpetrator.

HELP had undertaken a number of initiatives to prevent trafficking at
the well-known Red-light areas of Guntur district with the coalition of
AGS under CTHAPAP program supported by Plan India. The project
had been implemented from 2004 to 2009.

The activities initiated in the intervention areas with the involvement
of youth originated for several evolutions in A.P The knowledge levels
of the general public and Government departments on trafficking
issue were very low before 2004. So HELP organised a number of
awareness campaigns to sensitize them on trafficking issues.
Community vigilance groups and mothers committees were formed
and strengthened to identify and address trafficking incidences. HELP
established linkages with line departments and intensified its advocacy
and lobbying efforts with them. Several rescue operations were
conducted with the support of police and media, and liberated many
victims. Also, HELP played an important role in getting the perpetrators
penalized.

Introduction:
Andhra Pradesh is one of the high supply states (refer: National Human Rights Report 2001 & USAID Report). A
survey conducted by the National Commission for women in 1997 projects approximately 40% representation of
A.P among persons trafficked for sexual exploitation. 24- 85% of women in prostitution in other cities/metros belong
traditionally to AP (Trafficking for commercial Sexual Exploitation, AP - A Situation Report by Prajwala) 26% of the
women or girls enter into the trade between the age range of 14-16years, 20%between 16-18 years and 16% before
the age of 14years of age. (Study on Status of Sex workers & their children in Prostitution in Coastal Andhra
Pradesh - by HELP)

The large prostitution areas of coastal A.P. are Chilkaluripet, Guntur, Mangalagiri, Narasarao Pet, and Tenali of
Guntur district and many other small towns and villages in the district. It was identified that wherever the Dommara
community (Nomadic tribe) is located, the area becomes an ideal ground for prostitution. People of this Dommara
Community maintain brothel houses and also are involved in prostitution. Prostitution is engrained as a traditional
way of life for generations among semi-nomadic tribes such as Dommara .Yerukalasani and Vaddera in this district.

About the Project
The CTHPAP (Child Trafficking and HIV/AIDS in Andhra Pradesh) had its genesis in several studies that exposed
the vulnerabilities of children and women in the coastal Andhra Pradesh. In these studies, pimps and madams of
brothel houses had mentioned their ‘modus operandi’ that they would recruit ‘fresh cases’ from villages. Against this
background, the CTHPAP project was launched by Plan International (later transferred to a new legal entity of
Plan India) through AGS Coalition of 20 NGOs, in January 2004 in 300 communities spread across 10 districts of
Andhra Pradesh. The goal of CTHPAP is to reduce the number of children trafficked and halt the spread of HIV/
AIDS in 10 districts of Andhra Pradesh.

HELP, being one of the coalition partners, initiated this project in Guntur district. The major focus of HELP had been
on women & children in prostitution and on red-light areas to prevent second generation from being trafficked.
The three major principles of CTHAPAP were

Key Achievements :
Awareness programs: Several awareness programs were organised in target villages through Kalajatha,
cultural programs, role-plays, street plays, folk songs, AV shows, posters, wall writings etc. 25,200 of 25 villages & 4
municipal slums were thus outreached.

Sensitization programs for Religious heads: Sensitization programs were conducted for about 550 religious
heads like pastors, priests and Maulas/Mullahs to seek their support for prevention of trafficking and for protection of
child rights.
Orientation for police & ICDS staffs: 350 station writers and 250 ASIs were oriented on the Laws and their
implementation related to trafficking issues. This orientation was jointly conducted by HELP-Plan and APPA (Andhra
Pradesh Police Academy) & CID. Likewise, in association with Women Development and Child Welfare, 250
CDPOs, Anganwadi training school teachers and the staff of Swadhar Homes were trained under the CTHAPAP

project.

Formation Of Child Sanghas: Child sanghas were formed and strengthened to combat child trafficking. 25
sanghas were formed in 25 villages with 870 children, who reached 9800 children on trafficking issues. The sanghas
will conduct weekly meetings.

Formation of Adolescent Sanghas: Sanghas with adolescent girls and adolescent boys were formed and
strengthened. Several trainings were conducted to enhance their awareness levels on Life skills, Abuse, exploitation,
RCH, Trafficking, Child rights etc. 25 Adolescent girls sanghas with 623 adolescent girls, 25 adolescent boys with 476
boys reached 13500 adolescents. These sanghas will conduct their meetings twice a month.
Formation of Vigilance committees: The objective of the Vigilance committee is to arrest child trafficking,
abuse, sexual exploitation incidents in the villages and identifying trafficking modes in villages. The committee will
meet twice a month to discuss and address trafficking and other child related issues. 25 vigilance committees with
289 members are in place covering vulnerable population of 1,25,000 . The committees were directly involved in 19
rescue operations.

Transit centre: 359 rescued girls were accommodated at the HELP run transit centre and 342 of them were
successfully repatriated to their homes. All the girls undergo vocational trainings and counseling services. 65 girls
were directly supported HELP - Plan for their alternative livelihoods, while 52 rescued girls were provided with Rs.
10,000 each under GO.Ms No. 28 through WD&CW, Govt of AP. 45 girls, who were trained in Bakery and making
biscuits, are now employed at bakeries in chilakaluripet, Guntur, Tenali, Macherla and other nearby towns.

Victims witness support services: As a result of HELP’S victim witness protection services offered at transit
centre for 8 rescued girls, 18 traffickers and 6 customers were sentenced up to a period of 5 to 7 years of imprisonment.
Convergence forums: Convergence programs with NGOs, CBOs and GOs. 123 PRIs, CSO, NGO and CBOs
were held to sensitize them on trafficking.
Formation of PRI forums: PRI Forums with Panchayat ward members, sarpanches, Municipal councilors and
Chairpersons, ZPTCs and MPTCs were formed to address trafficking and for lobbying. 748 PRI members were
sensitized on trafficking incidents and issues.

Formation of CSO (Civil Society Organization) forums:

CSO Forums with Lawyers, Teachers,
Industrialists and Youth Associations were formed and were oriented on trafficking. 612 CSO members were sensitized.

Some other Achievements:
>

Over 480 Children (below 5 years) benefited from the red-light area drop-in-centers.

>

Over 350 Children benefited from Red-light Area Night Care services.

>

Over 375 children benefited from the Residential School Education support programs and 51 SGBT children
benefited under Institutional Placement Programme.

>

Involved in 85 rescue operations conducted by the police department and 178 trafficked girls were rescued.

>

As part of our livelihood interventions, 39 VOCSET SHGs were provided with revolving fund through the local
Banks.

>

Over 125 Adolescent girls (children of sex workers) were benefited under our community level vocational and skill
trainings (computer skills, dress designs, beautician, video shooting, leaf plate making, bakery, motor winding
etc.)

>

A 950 Km long child yathra from Tada (AP- Tamilnadu border) to Itchapuram (AP- Orissa border) was organised
in2004 along coast National High way with 25 children of women in prostitution for implementation of Govt. Rescue
and Rehabilitation policy. Another child Yathra from Tada to Itchapuram was organised with another 25 children of
VOCSETs against corporal punishment.

>

125 adolescents were trained in Kalajatha. They gave away 175 performances in Guntur District and 25 in other
districts on trafficking.

>

A group was formed with 15 trained adolescents, who trained the children of FMM (Warangal) and those of
Dioceses of Eluru, Vizag, Kadapah, Kurnool and Vijayawada on Kalajatha and life skills education.

>

Vimukthi, initiated by HELP, is promoted as a state level group of VOCSETs with 420 members.

>

HELP publishes a monthly newsletter “Voices of the Voiceless” on Anti-trafficking issues in AP, with the support
of Plan India.

Act by scrapping the Sections 2 and 8
of the Act..
