2. Mr C.H.Govinda Bhat, IAS, Director, PPMU, had discussion with personnel of

JSS Consultants, regarding conduction of different State/District level training

programmes.

PREAMBLE

Karnataka Government is implementing an Integrated Rural Water Supply and

Environmental Sanitation Project in about 1200 villages spread over 12 districts (now 16
districts) with the assistance from World Bank at a cost of Rs.447.2 Crores. The project
districts are Bangalore (R), Belgaum, Bellary - Davanagere, Bidar, D.Kannada - Udupi,
Gulbarga, Hassan, Mandya, Mysore - Chamarajanagar, Raichur - Koppal, Shimoga -

Davanagere and Tumkur. The main objective of the project is to improve the productivity

of the rural population by providing adequate safe drinking water and clean environment.

The uniqueness of the project is that it is demand driven, user participatory, user operated
and maintained based on collection of user charges. At all levels viz.. Planning,

Implementing and Handing over, the local population is involved and when the project
components are completed, the whole system will be handed over to the local bodies, in
this case, it is the VWSC to operate and maintain the system on a sustainable basis.

The project has two components, the Hardware and the Software. The
Hardware component consists of construction of different Water Supply components.

Environmental Sanitation and Habitat components. The different water supply
components consists of construction of distribution system, construction of OHT and

ground water recharging. The main intention of providing water supply components is to
supply adequate safe drinking water to community (70 Ipcd for house connection, 40 Ipcd

for stand post). The environmental sanitation and habitat component helps in providing
clean environment. The different environmental sanitation components are Road Reprofiling, Construction of different drainages. Cattle Trough, Washing platforms. Dust

bins and most important of all is the construction of House Hold Latrines. The location of
the habitat components are determined by the VWSC members. The Software involves in

creating the necessary procedures and capacity building for a sustainable Operation and
Maintenance of the system by the user community. For creating the hardware
components, besides the PPMU, several agencies such as Design consultancy.

Consultancy for Construction Supervision etc are used. For implementing the software
component of the project the services of NGOs / NGIs, CPM Consultants, HSHE
Consultancy, Training Management Consultancy and the MIS Consultancy have been

used.

2.1

TRAINING MANAGEMENT CONSULTANCY (TMC)
Training Management Consultancy plays an important role in terms of the

necessary capacity building, both in terms of quantity and quality, which are essential for
the implementation and Operation and Maintenance of assets created in the project

villages on a sustainable basis.

The main role of the TMC is to conduct and monitor training programmes for the
various categories of people involved in this project, which include the officials of the
Govt., Engineers, NGOs / NGIs, Personnel from various consultants etc, besides

conducting awareness programmes for the user community. Training programmes are

conducted in awareness. Skill development. Accounts procedures. Engineering design
and Management besides Operation and Maintenance of the assets.

As a measure of capacity building, training programmes were conducted in three
phases.

Phase-I : Programmes conducted during 1994.
Phase-II : Programmes conducted during the period November 1996 to October 1998.
Phase-III: Programmes scheduled for the period November 1998 to December 1999.

INSTITUTIONAL NETWORK FOR TRAINING

The Training Management Consultancy has its own infrastructure and group of

experts working exclusively for this project in its Head Quarters, Mysore. Besides, TMC

have identified 12 nodal institutions (one per project district)

where the required

infrastructure and expert manpower is available for conducting the village based training
programmes, in particular those meant for skill enhancement of participants. Trainer

teams from each nodal institution are trained by experts at the head quarters of Training

Management Consultants, in all aspects of Training. To supervise. Co-ordinate and
organize the training programmes there is one Co-ordinator in each nodal institution.
besides, one District Co-ordinator for each district directly employed by the Training

Management Consultants. The project Manager, who is in overall charge and the
Monitoring consultants, make sure of the implementation of the Training programmes by
surprise visits during the programmes. The programme conduction is well documented

and reporting is done on monthly basis. The scheduling of the programmes is done in
such a manner that the required trained personnel be made available, prior to the handing
over of the project assets.

CONDUCTION OF TRAINING PROGRAMMES

The village based training programmes are conducted at the Nodal Institution of
the project districts. The list of villages, from which participants are to be trained, is

provided to the Nodal Institution well in advance by the NGOs. The sequencing of

villages is done with the help of District Co-ordinator, CPM Consultancy and the NGOs.
Based on the priority given by these agencies, the scheduling is done and the programmes

conducted. In this way trained persons are available in the project villages which are

ready for handing over. During Masons training programme, for hands on experience the

participants will construct at least one demonstration HHL at any one of the project

villages. The Masons training is conducted keeping in mind the targets for construction of
HHL by the NGOs. Similarly, during Pipelayer & Valvemen and Pump Operators
training programme the participants will be taken to the nearby project village for

demonstration and hands on training of giving house connections. Operation and
Maintenance of disinfection unit. Preparation of Bleaching Powder solutions and their

use etc. Tool kits and respective Course Materials will be given to the participants during
all skill training programmes. To motivate and to partially compensate the loss of wages

for the participants who are attending the training programmes, the loss of wages

Rs.660/- for Masons and Rs.220/- for Pipelayer & Valvemen and Rs.247.50 for Pump
Operators will be given to each participant.

The State/District level training programmes are conducted at the Nodal Centre,
Mysore. However some of the Nodal Institutions of the project districts also undertake

district level training programmes, keeping in mind the requirements of the engineers for
proper execution of their tasks.

3.4

MODE OF SELECTION OF PARTICIPANTS FOR SKILL TRAINING

The selection of participants for skill training programmes such as Masons,
Pipelayer & Valvemen and Pump Operators will be done by NGOs / NGIs, in
consultation with VWSC members. The selected participants should be semi-skilled. The
list of villages and time schedule for skill training (date of conduction) will be sent to

each district NGOs / NGIs well in advance, so that the NGOs / NGIs will select the

participants for training programme with the consultation of VWSC members. NGOs/
NGIs have been specially requested to identify Women for skill training programmes, as
a means to encourage womens participation. After the selection of participants the NGOs/

NGIs will send the list of participants and their address to the Nodal Institutions of

respective districts. The Nodal Institution will in turn write letter to the participants
inviting them for training programme with Pre-paid reply post card, requesting
participants to post the card to the Nodal Institution confirming their attendance to the
training programme.

SUMMARY OF THE FEEDBACK

1. The concept of clean village has been very well understood by the

participants by attending the training programme.

2. Earlier they were using inch and foot as unit for measurement, but now,

they are informed clearly about the use of centimeter and meter as unit

measurement of length.

3. Earlier, they were knowing about the general construction of building.

Now, they were given training in Construction of Sanitation Components

such as different kinds of Drains, Washing Platforms, Cattle Troughs and
Dustbin.

4. Earlier, they were knowing about the construction of latrines without

proper technical know how. Now, after training they are able to construct
Two Pit Pour Flush Latrine as per technical specifications. This was

evidenced by construction of HHL’s during training by trainees
themselves.

5. During first day some trainees expressed difficulties in understanding the

theory. However, their doubts were cleared during hands on training.

6. Participants expressed their satisfaction about the arrangements made for
the training, like qualified Resource Persons, Lodging arrangements.
Food arrangements etc.

7. All the participants expressed, that they have learnt during training many
things, which they were not knowing before the training.

SUMMARY OF THE FEEDBACK

1. The concept of clean village has been very well understood by the
participants by attending the training programme.
2. Participants have appreciated the hands on experience training on

storage, preparation of bleaching powder solution, determination of
residual chlorine and operation and maintenance of disinfection unit.

3. Participants have appreciated the hands on experience training regarding

giving house connection from main distribution pipe. Earlier some of
them were giving house connection by crude method. Now they have
understood technical methods of giving house connections.

4. Participants have appreciated the training on different uses of valves and

pipes. The use of different valves at suitable places for equitable
distribution of water and their operation and maintenance.

3. Participants have understood about the use of different meters in the

Panel board of Pump House, Advantages of Capacitors etc.

4. Earlier they were knowing very little about submersible pumps,

centrifugal pumps, starters, motor winding, etc. Now they are well versed

with motor winding etc.

FEEDBACK FROM GRAM PANCHAYAT SECRETARIES

A total of 4 Gram Panchayat Secretaries training programmes were conducted
during September 1999. Total number of Gram Panchayat Secretaries attended is 106.

The feedback from the Gram Panchayat Secretaries is as follows -

1. Majority of the Gram Panchayat Secretaries felt that the training should have been

conducted in the beginning for successful monitoring of the project.
2. Majority opinion of the Gram Panchayat Secretaries is that One day training duration

is not sufficient. It should be at least for 2 days.
3. The Gram Panchayat Secretaries training should be conducted once in 3 to 6 months.

4. The President/Vice President of the VWSC should be included in the training

programme for better coordination in achieving the objectives of the project.
5. This programme has helped in monitoring for sustainable operation of the assets

created in the project villages.

6. Printed registers of different formats should be made available at the earliest, for

proper maintenance of records.

Panchayat Office/VWSC Office and the DPMU Office.
Nodal Institution Co-ordinators to effectively communicate with District Project
Manager, Executive Engineer (DPMU) and NGOs for better attendance of skill
based training programmes.

Nodal Institutions to conduct skill training programmes more effectively.

Nodal Institutions to conduct survey to obtain information about the Engagement/

Employment of the trained Masons, Pipelayer & Valvemen and Pump operators
in the project villages.
>

Nodal institutions should not postpone scheduled programmes under normal

conditions. If due to emergency, a scheduled programme is to be postponed, all
the concerned agencies are to be informed, and the programme to be rescheduled

suitably.

Nodal Institution Co-ordinator should conduct Hands on Experience training to
increase effectiveness of the training programme.

HHL constructed by the trained Masons in project villages are to be inspected by
District Co-ordinators to ensure the construction as per design.

Participation of DPMU/Government officials in the skill training programmes
may be encouraged in all the project districts.

>

NGOs are requested to get semi-skilled participants in consultation with VWSC

for skill training programmes. More number of women participants may be

encouraged.

District Project Managers may be requested to depute personnel from their units
to State level training programmes as and when conducted.

>

Trained skilled persons should be involved in the project during construction and
implementation stage.
