ANNUAL REPORT OF THE POLICE DEPARTMENT 1994
Preamble:
During the year 1994, the Police Department had to
contend with difficult situations in the areas of law and order and
also Crime, but the Department successfully handled all the
situations. In addition to these onerous tasks, the Department
handled the enforcement duties as well as the duties of providing
security to the V.LPs.
Apart from giving full attention to the coventional respon
sibilities, amidst the up-heavals the Department paid attention to
the training of the Constabulory as well as inservice training of the
staff. A great stride taken in this direction was the establishment
of the Training institutions one in each district, to train the
Constabulary. The Department has also taken a major step
towards modernisation of the Force and it has established
Regional Forensic Science Laboratories at three places already
and further steps to esatablish further Regional Centres are
being taken. Special attention has been paid to give a new
perspective to the Investigating Officers and orientation towards
using scientific methods. As part of Modernisation, mobility of the
Department has been given a phillip and notable improvements
have been effected in the field of communication. Computerisation
has been a land mark of development.
The Department has also expanded by adding 15 Police
Stations, this year too, as has been done in the past two years.
Takingthe over-all picture, it can be said that the Department has
been responding to the complexities and needs of the new
situations arising and gearing itself upto meet the challenges.
Law and Order
During the year 1994, the over-all and law and order
situation in Karnataka was by and large peaceful except a few
cases of communal clashes-as well as caste-based conflicts.
During the month of August, a communal situation
flared-up in Bhadravathi during the observance of Id-Milad
festival, when, Police had to open fire to quell the violence.
Similarly, in the month of September, Koppal Towri
witnessed a communal confrontation. During the procession of
Ganesha, some miscreants pelted stones on the procession'
which resulted in communal violence, but the police could bring
the situation under control without resorting to firing.
During the month of October, Bangalore City was a
spectrum of mob-violence when the telecast of Urdu news was
resented by the Kannada Organisations. The procession taken
out by these organisations and students was stoned which
resulted in violence. The police had to open fire and 4 persons
died as a result of this. But, 21 persons died due to stabbing and
the police had a tough time controlling the incidents of Ipotbig and
arson. The police had a testing time, but, however, they struggled
hard and borught the situation under control.
Another difficult situation faced by the police was. me
communal situation that developed in Davanagere town during
the Vijaya Dashami procession in the month of October.The
procession was stoned by miscreants as a result of which trouble

year was the issue of hoisting the National Flag at the IdgaMaidan in Hubli. Since 1992, the police is confronted with the
situation, every year on two occassions of National importance
i.e. Republic Day on 26th January and the Independence Day
on 15th August. The police made elaborate arrangements to
maintain law and order. But, the situation became serious and
turned violent and the police had to resort to firinn
This has been a persisting problem and because of its
emotional dimensions, it has become a Gordian knot. Purposeful
efforts at all levels are being made to solve this problem and bring
peace to the area.
Caste Conflicts
Toe year under review witnessed clashes between
Harijans and Caste-Hindus in some rural areas. These incidents
were reported more during the post-Grama Panchayat elections.
During the first part of the year, 2 serious incidents of clashes
were reported from Gulbarga District while during the month of
July, aserious incident was reported from Kanakapura.

Labour and Services
Over-all situation on the labour front in Industries in the
State is peaceful barring a few incidents of labour unrest in a few
industries. During the current year, no major labour incident has
been reported.
Political
Various political parties agitated against the acceptance
of Dunkel proposal by the Central Government.
The activities of various political parties in the State had
a considerable bearing on law and order situation confronted by
the police. During Grama Panchayat elections, peace prevailed
throughout the State, but the post Grama Panchayat election
period witnessed political fighting among different political par
ties causing serious law and order problems in the State resulting
in police firing.
General
Elections for the Karnataka Legislative
Assembly were held in two phases on 26-11-94 and 1-12-1994
respectively. Elections were held peacefully throughout the State
barring a few stray incidents of violence reported from some
parts of the State. For the conduct of smooth and fair Assembly
elections, 220 companies of Central Para-Military Forces. 40
Companies of K.S.FLP. and around 30,000 State Civil and Armed
Police were deployed.
The election process was completed on 13-12-1994
after the declaration of the results for which counting was held on
9-12-1994. The declaration of results and the processions and
felicitation functions to the victorious candidates were also held
peacefully. The new Government came into the existence from
16-12-1994. When compared to the previous years, the current
year elections process were held more peacefully in the entire
State.
However, the post-election scene witnessed some trouble
in Gokak on 14-12-1994., where there was a clash between
political party workers resulting in the death of 2 persons and
injuries to many, The police had to resort to firing to disburse_the
unruly mob.

There were a few minor incidents in Chintamani,
Mulbagalu and Mandya, but the situation was peaceful otherwise
thoughout the State.
Students and Teachers
Colleges and Universites continued to remain peaceful
except sporadic activities of a few students organisations.
Ryoths
A section of Ryoths under the leadership of KRRS had
resorted to violence in Bellary District by attacking a godown of
Cargil Seeds Limited, a multi-national company protesting against
the Dunkel proposal. Before this incident, some miscreants
resorted to an attack on the regional office of Cargil Seeds India
Limited. However, the situation was not allowed to snow-ball.
Crime
During the year a total of 1,15,442 cognizable cases
were registered under the Indian Penal Code. The details of

ORGANISATION OF DEPARTMENT
STATE POLICE HEAD QUARTERS
The Director General and Inspector General of Police is
the Head of the Department. He is assisted in the head-quarters
by 3 Additional Directors General of Police, 3 Deputy Inspectors
General of Police, 2 Assistant Inspectors General of Police, 1
Public, Relations Officer, 1 Deputy Controller of Fiinance, 1
Assistant Controller of Finance, 1 Chiqf Administrative Officer, 5
Assistant Administrative Officers and 2 Deputy Superintendents
of Police.
Field Units
The State is divided into 24 territorial Police units viz :
i)
Bangalore City
ii)
Mysore City
iii)
Hubli-Dharwad City
iv)
Railway Police

Northern Range, Belgaum consisting of Belgaum,
Bijapur and Dharwad Districts.
vi)
North Eastern Range, Gulbarga consisting of Bidar,
Gulbarga and Raichur District.
vii)
Eastern Range, Davanagere consisting of
Chitradurga, Bellary and Snimoga Districts.
viii)
Western Range, Mangalore consisting of Dakshina
Kannada, Uttara Kannada and Chickmagalur
Districts.
ix)
Central Range, Bangalore, consisting of Tumkur,
Kolar and Bangalore Districts and also ‘ special
Police of K.G.F.
x)
Southern Range, Mysore consisting of Kodagu,
Mandya and Hassan Districts. Mysore District has
been attached to the control of Commander, Task
Force, M.M. Hills for special reasons for the time
being.
Bangalore City Police is headed by a Commissioner of
Police is the rank of Additional Director General of Police. Mysore
and Hubli-Dharwad Commissionerates are headed by Commis
sioners of Police, in the rank of Deputy Inspectors General of
Police. All the Ranges are headed by the Deputy Inspectors
General of Police. The Districts are headed by Superintendents
of Police.
The Districts and City units are Sub-divided into Sub
Divisions headed by officers of the rank of Deputy Superinten
dents of Police. There are 112 Police Sub-Divisions. The Sub
Divisions are further divided into Circles which are headed by the
Officers of the rank of Police Inspectors. There are 227 Police
Circles. In addition to the Police Circles, 176 Police Stations are
headed by officers of the rank of Police Inspectors as SHOs who
function directly under the control of sub-divisional Police
officers. The Circle consists of 2 to 3 Police Stations. There are
743 Police Stations including 18 Railway Police Stations and 27
Traffic Police stations in the State. Also there are 307 Police Out
posts which are attached to Police stations. 7 Women Police
Stations have been sanctioned at Bangalore City, Hubli-Dharwad,
Mysore, Mangalore, Belgaum, Gulbarga and Shimoga.

Special Police Units
There are special Police units at the State level to
■ perform specialised Police functions and to assist Civil Police
units in the effective discharge of the duties on them. They are:
i)
Director General of Police, CID and Training
This wing is headed by an officer of the rank of Director
General of Police. This wing consists of Corps of Detective.
Technical Services Wing which included Finger Print Bureau.
Forensic Science Laboratory, Police computer Wing and the
Forest Cell.
ii)
Karnataka State Reserve Police
.
This wing is headed by an officer of the rank of Additional
Director General of Police, who is assisted by an Inspector
General of Police and Deputy Inspector General of Police at his
Headquarters. The K.S.R.P. at present consists of 10 Battallions.
'4 Battalions have their Headquarters at Bangalore and one each
at Mysore, Belgaum, Gulbarga, Mangalore, Shimoga and
Shiggaon of Dharwad District. There are detachments of the
KSRP at Hubli-Dharwad, Raichur and Bidar. The Commandant
of 5th Battailion KSRP, Mysore is of the rank of Deputy Inspector
General of Police.
iii)
Intelligence Wing
Intelligence Wing is headed by an additional Director
General of Police. There is one Deputy Inspector General of
Police and 4 Superintendents of Police at the Headquarters, and
5 Supdts. of Police in the Intelligence divisions located at
Bangalore, Mysore, Mangalore, Gulbarga and Belgaum.
iv)
Telecommunication, Transport and Modernisation Wing
This wing is headed by an Inspector General of Police.
This wing consists of Police Wireless Wing headed by a Dy.
Inspector Genl, of Police and Police Motor Transport organisation
headed by a Supdt. of Police, Motor Transport.
v)
Police Training Wing
This wing functions under the contorl of Diriector General
of Police, CID and Training and is headed by Inspector General.

of Police (Training) who is assited by Deputy Inspetors General
of Police (Training). The State- has got the following Training
Institutes, functioning fully.

Police Training Institutes and the number of officers of various
ranks trained during the year 1994 are furnished in Appe ndix-1111
to this report.
vi)
Directorate of Civil Rights Enforcement
The Additional Director General of Police, Civil Rights
Enforcement is the head of this Wing. He is assisted by a De puty
Inspector General of Police and one Supdt. of Police at the
Headquarters. There are 6 Field units at the rate of one for every
Police Range headed by a Superintendent of Police located at
Bangalore, Mangalore, Davangere, Belgaum, Gulbarga and
Mysore. The Directorate deals with the monitoring of registration
and investigation of the cases against the SC/STs under the
provisions of SC/ST Prevention and investigated under the
Protection of Civil Rights Act 1955. The Directorate generally
works as a Watch Dog of the rights and benefits extended to the
SC/STs and also keeps close vigil on cases of people belonging
to communities otherthan SC/STs aviling the benefits meant for
SC/STs.

Measures to Strengthen the Department.
In view of varied and difficult tasks being performed by
the Department, the recent devlopments in the field of law and
order in the form of emergence of extremists, activities, increase
in the communal incidents, agitations by various pressure groups,
Government have accorded sanction for strenthening the
Department. The details of sanctions accorded for this purpose
during the year 1994 are furnished in Appendix-IV to this report.
Welfare of Police Personnel
The Karnataka State Police Benevolent Fund mainly
consits of the money collected by the Unit officers from the
members of the Public, firms and companies by organising
charity shows etc., and regular monthly contribution collected
from all ranks of Police Force. It is utilised to organise and
promote activities for the welfare of Policemen and their families.
Financial aid isextended to the Policemen and members of their
families from the fund. A number of Welfare activities like Welfare
Centres, Nursery Schools, Children's Park, Floor mills and
Canteens are run under the auspices of this fund. The Govern
ment have given an amount of Rs. 5 Lakhs during the year 1994
to the Benevolent Fund.
