Hon'ble Minister lighting the lamp to launch the celebrations of
the 50th year of Independence of India by ICMR.

Hon'ble Minister felicitating Dr. (Mrs.) Kamala Sohonie, a lead
ing and pioneering biochemist and nutritionist of the country.

ICMR Awards to distinguished biomedical scientists ofthe
country. She congratulated all the awardees and hoped that
the coveted ICMR awards will provide a motivation to all
the recipients and those who follow them to attain still
greater heights in their selected areas of interest/speciality.

Dr. V.I. Mathan receiving Dr. B.R. Ambedkar Centenary Award
from the Minister.

Smt. Renuka Chowdhury, Hon'ble Minister of State for Health
and Family Welfare, receiving a memento from Dr. G.V. Satyavati,
Director-General, ICMR.

She complemented the ICMR for honouring Dr.(Mrs.)
Kamala Sohonie, one of the leading biochemists and nutri
tionists of the country who did pioneering research on
nutrition much before independence.

Welcoming the Hon’ble Minister of State for Health
and Family Welfare, the awardees and other dignitaries
who attended the function, Dr.G.V.Satyavati, the Director
General,ICMR, gave a brief overview of the contributions
and achievements of ICMR during the 86 years of its
existence including the pre-independence period as the

R8

Indian Research Fund Association. She informed that
many research findings of the ICMR in the last 50 years
have laid the basis/foundation for formulating several
national health programmes and disease control
programmes.

Dr. Satyavati stated that the research priorities ofICMR
have always coincided with the National Health priorities
and ICMR has always strived to provide the research base
for formulating solutions to many of our major health
problems. She informed that among the 19 ICMR awardees
of this year, 6 are women scientists, one award is for a
scientist from the underpriviledged group and another is
for work done in under-developed areas of the country;
only 5 of the 19 awards have been given to scientists
working in ICMR’s own laboratories. The motto of the
ICMR, she said, has been to recognise scientific merit,

wherever it is (ir
respective
of
where the scien
tists have worked whether ICMR or
non-ICMR setup)-

She made a
special mention to
the generous dona
tion ofone million
US dollars re
ceived very re
cently by the
ICMR from His
Majesty Sultan
Qaboos Bin Said
Al-Said, the ruler
of Oman. She in

tomorrow and to develop tools to prevent, treat and diag
nose these problems. She complimented ICMR for setting
up a Central Ethical Committee under the Chairmanship of
Hon’ble Justice Shri M.K.Venkatachaliah to lay guide
lines on different aspects of human research including

clinical evaluation of drugs, devices, diagnostics, vac
cines, etc\ human genetic research; organ transplantation
research; epidemiological research; and assisted reproduc
tive techniques.

Addressing the distinguished gathering, the Hon’ble
Minister called upon the ICMR scientists to take up cutting
edge research to develop procedures for preventing micro
nutrient deficiencies and exhorted them to take a lead in
creating a better understanding of the health problems of

the Minister.

Shri Saif Ali Sultan Al-Kalvani, Charge-de-Affairs, Embassy of
Oman at New Delhi receiving a memento on behalf of the his
Majesty, Sultan of Oman.

Smt.Renuka Chowdhury said, “This is a historic year
for India. Fifty years ago on 15th August, 1947 India
became Independent. Planned development in five
decades has resulted in vastly improved health facilities.
The number of doctors and hospital beds has increased by
more than two and half times and that of nurses by more
than six times. The number of medical colleges has
increased from 30 before initiation ofthe first five year plan

diseases like hypertension, diabetes, heart diseases, stroke,
chronic respiratoiy diseases, tobacco and alcohol related
problems, etc.
She further added “ICMR’s contribution to research is
well known but some high points bear mention. The
research done by the ICMR’s National Institute ofCholera
and Enteric Diseases formed the basis of the 3-tier system
of the National Diarrhoeal Disease Control Programme.
Short-course chemotherapy, the most cost-effective
strategy to control tuberculosis was the contribution of

to 155 at present. In rural areas, there are about 2500
community health centres, over 22000 primary health
centres and more than 1.3 lakhs sub-centres. None existed
before 1951”.
She felt “the health problems of India continue to be in
the stage of transition. As the country moves from an
under-developed nation to developing one, it has to grapple
with the trippie burden of disease which besets the devel
oping as well as the developed countries, as we deal with

tuberculosis decades ago. An excellent example of com
munity participation has been applied successfully in
filariasis control by the Vector Control Research Centre of
ICMR at Pondicherry. In Cherthala taluk of Kerala, once
known as the elephantiasis place, there has been no case of
filariasis infection in children since 1990”.

eases. India still faces the burden of over-population and
lack of proper maternal and child health care and a large
burden of infectious diseases like tuberculosis and AIDS.
The re-emergence of virulent strains of malaria, kala-azar,
Japanese encephalitis continue to daunt public health ex
perts. As the life expectancy of our people increases, they
are being exposed more and more to life-style related

The Hon’ble Minister opined that though India has
made tremendous progress on many fronts during the past
five decades, much more remains to be done before we free
our people from pain, suffering and disease related deaths.
She felt it befitting to rededicate ourselves today - as our
first Prime Minister Pandit Nehruji and other members of
the Constituent Assembly did 50 years ago - “to the service
of India and her people and to the still larger cause of
humanity, to fight poverty, ignorance and disease”. “This
can only be done by the researchers joining hands with the
health providers and the policy makers to make for a better
and a fitter tomorrow”, she affirmed.

The function concluded with the presentation of me
mentos to Hon’ble Minister and other dignitaries, includ
ing the Union Secretaries of Health and Family Welfare
and Director-General ofHealth Services, Government oflndia.

As part of the celebrations of the 50th year of
Independence oflndia, the prestigious Dr. B.R. Ambedkar
Centenary Award (1995-96) oration of the ICMR was
delivered on the same day. The awardee Dr. V.I. Mathan,
Professor ofMedicine and Gastroenterology and Director,
Christian Medical College, Vellore, delivered the oration
on “Is Medical Research a Luxury for India”.
