Mayurbhanj Biological Research (MBR), Baripada is a Non-profit, Research
Oriented and Non-Government Organisation. It was inarugated by
Sj P K.Dash, Ex-Minister of Environment, Science and Technology Govt, of
Orissa in the year 1996 with a view to Conserve the flora and fauna of
Similipal and India and protection of Environment of five “J "(Jal, Jamin,
Jungle, Jan, Jeevan) by the young mass, women, local People,
Environmentalists and wise user group of this District and State in India
including the Student, Teachers and Professors of School, College and
University. It was Registered under Societies Registration ACT.XXI of 1860 in
2000-2001 and functioning presently seven years services to the country since
it ested.
OUR MISSION: The mission of MBR is to improve public awareness and understanding of
Environmental issue of five “J”(Ja/, Jamin, Jungle, Jan and Jeevan) with view
to promote the Conservation and wise use of the Natural Resources and
Create gain full Employment through Agro based industries at village level to
need of the societies. Research in the field of Biotechnology to provide better
health to the country. MBR also organize Technical Training programmed for
the youth for self-employment.
STRATEGIES: These are the following strategies of Mayurbhanj Biological Research (MBR): A. MBR is a bridge between the people and Govt programmed
B. The Association prepares self-projects, Programme and Conduct Research
to policy making of the Government
C Identifying key entry points for different thrust areas and key target groups
within those areas for initiating and consolidating gain to be derived from the
effort
D The Association promotes public awareness in the field of Environment,
Health, Education, Culture, Social assets managements and implement of
Govt. Programmes, etc.

We - Qasem, Ravi and ! - spent some time on the 24th and while I don't want to pre-empt Ravi, decided that the office will
shift to Bangalore over a transition period of three months, till the 31 st of March 2003.
This gives us the time and opportunity of thanking Qasem adequately for his services to PHA first at very short notice and
then to PHM with limited humanpower and financial resources. This should be done in a manner commensurate with his
services and please think how we can do it.

Quaker Peace Mission. Government of India last week lifted the ban on one of the strongest and oldest
militant outfits in India. Nationalist Socialist Council of Nagaland, paving way for direct talks between
the top leaders of the Guerrilla outfit and the Prime Minster. This sounds like a big step forward looking
st ths fact that Naaaiand hss boen ons of ths oldsst and fisresst militancy spots in India.
Quakers have been facilitating peace talks and I was part of rhe mission they undertook last year. A
cease fire has been in place for the last 22 months, something unprecedented in the history of the
region. Sounds like only positive signals in troubled times. I hope you are watching the Norwegian
brokered peace talks between the SriLankan government and tamil tigers that sounds like equally

European Sociar Forum in Florence, held last montn. Tne PHM WSF circle, I
would suggest, should attempt to link up with these Regional Forums and not
limit its engagement to the WSF in Porto allegre as the former are novz seen
as integral components of the WSF process.

that we all begin to work more closely together and the momentum of PHM begins to catch up with all our

1. The Asia Social Forum: Over 14426 people from all over India and Asia (780) gathered from 2nd to 7th
January 2003 to celebrate that ’Another World is possible - Another Asia is Possible’, through 8 conferences,
J 60 seminars. 164 workshops and cultural programmes and street events and exhibition and stalls. PHM was
well represented not only from India (many states) but 19 PHM delegates from Bangladesh lead by Nouman;
Niranjan from Sri Lanka; Antonio Tujan from Philippines and others joined in. The PHM Bangladesh circle
released their Activity report (January - December 2002) - Health March from Savar to Hyderabad. The Contact
Special issue on PHM was released. PI IM delegates chaired and participated in various sessions - Zafarullah
and Antonio Tujan (Social infrastructure conference including health): Niranjan, Qasem, Ravi (War, Conflict
and Disaster workshop); Zafarullah and Nouman (Right to Health Care workshop) and Qasem, Prem, Hari,
Mira, Sumathi, Nouman, Tisa Vitarana, Niranjana, Ravi, Thelma, Abhay and others (in Alma Ata Anniversary
workshop). A special workshop entitled ’Taking the PFIM forward’ was also held where we got feedback and
suggestions from all levels of PHM constituents from grassroots health workers up to country coordinator. The
Alma Ata web signature campaign was launched on 5th January with a press conference at which Qasem, Ravi,
Mira, Sumathi, Prem,Sundar and Binayak were present. CHAI ran a bookstall that facilitated PHM publications
irom all over India: the PHM secretariat; Hesperian Foundation etc. Finally a press release from ASF - by PHW
was made on 7th January. PHM was well represented and we enjoyed the collectivity and solidarity of
movements, networks and concerns that were Asian and global.
2. The Funding Group Meeting: Qasem and Prem spent a whole day at CIIC Bangalore on 7th January after
|kSF Hyderabad to discuss the plan of action, budget estimates and other important related issues. Andy, Maria
and Olle, the other c members of the funding group were unable to join due to prior commitments. The pre final
budget estimates and notes around a plan of action for 2003 have now been circulated to the funding group for
finalizing and follow up.
3. Zafaruilah’s visit: Zafarullah visited the PHM Secretariat on 8th to discuss various PHM and non-PHM
collaboration with CHC. He agreed to my suggestion that GK Savar should continue to be a PHM resource
centre even after the secretariat moves. They can continue to publish the news brief, the new publications of
PHM and the reprints and also facilitate meetings or training programmes at the PHM center al GK. We also
explored some creative means of raising the funds that PHM owes GK which was explained to us by Qasem at
the Steering Committee meeting
4. Olle Nordberg’s visit: Olle was to visit us on 15th and 16th January as a follow up to the funding group
meeting on his way home from Myanmar but this has now been postponed to 20th and 21st of February.

programmes.

d) A more detailed note in ail our suggestions will be posted on the exchange soon to set the bail rolling in all
our constituents networks and countries.
7. The World Social Forum: Maria lias posted details of the preparation for PHM presence and involvement in
WSF. 19 people will be representing us at the forum's. And news from more who arc attending is coming in.
WGNRR will be there: also Nadine Gasman from Mexico: others....

8. Final'y as the War on Iraq seems to be imminent lets all join Mike Rowson and Medact m their petition to

interested to be associated with this idea. The concluding session of the Health
Forum will begin at 3 am (local time) and they would like to make an announcement.
Tne present government here has pledged "unconditional" support to such an event.
Elections are due after July 2004 and they would like to hold it before elections.
The idea is to hold it NOT along with the World Social Forum. WSF, they feel
dominates media and other activities, so the strategic reason to hold the Health
Forum (and if the PHM agrees, a People's Health Assembly) not with the WSF.
Please respond to us what you feel about this proposal. They are willing to
involve PHM in all stages of decision making and planning, as an equal partner. The
suggested Assembly, they feel, will also energise the PHM in South/ Latin America.
Maria and Hugo (from the Steering committee), Amit (from the secretariat support
team) attended this meeting apart from most of us who are here. Melina (WGNRR) is
here, but couldn't attend. But we will discuss this proposal with her before we respond
to them.
This is an opportunity, that PHM may consider. There is no one who has opposed this
idea, but there are suggestions to have more clarity and discussion.
In an internal discussion, Maria feels strongly that as IPHC, she may support this
idea. But as PHM we need to have a consensus decision. SO PLEASE RESPOND

DECI AR ATTON OF THE TT INTERNATIONA!, FORUM FOR THE DEFENSE OF
PEOPLES HEALTH
Health is a human right and a fundamental part of the right to life, as well as the duty of the
state and its obligation to fulfill international commitments. Health is a right in and of itself,
and not a means to promote so-called human capital. Nor can it be seen as merchandise, but
rather a public good.
Health is an integral process that includes everything from decent living conditions, healthy
employment with adequate conditions, access to basic services such as clean water, education
to promote citizenship, adequate food, to a healthy environment free from violence, and
accessible quality health caie at ail levels.
Health workers play a fundamental role in facilitating the right to health and access to
adequate services. Thus, it is important that they have adequate working conditions.
We denounce the serious and sustained deterioration of living, health and working conditions
of the majority of countries and peoples. This is found particularly in poor countries, but also
m some other countries the social right to health is being lost (Great Britain, Germany, etc.).
This deterioration originales in lhe concept that health and hfe are merchandise and sources of
wealth and speculation, and in the prevailing model of care that is extremely costly and
promotes dependency.
?vligration from the countryside to the city and from poor countries to less poor countries is a
daily component of the lives of our peoples, and in many places, it is one of the main sources
of income for families and for countries through family remittances (It is the primary source
in Ecuador, El Salvador, the Dominican Republic, Nicaragua, etc.). This has resulted in
broken families and rhe loss of labor, social and citizen rights by those who emigra te and
become outcasts in the new countries.
This phenomenon is used to justify and legitimize the privatization of services, along with,
among others, arguments about the inefficiency of public administration, limited public
resources and weaknesses in the systems themselves.
The neoliberal so-called “reforms” and “modernization” of the health sector - which are only
a whitewash for privatization - deepen inequality and lack of access. There are several kinds
of privatization, one is giving services to private providers and insurance companies, and the
other is imposing a commercial mentality in the public sector. Both are detrimental to the
right tn health. However, democratic methods are being experimented in some places, such as
Brazil, to seek ways to improve services, participation and citizen control; these have had
some successes as well as difficulties.
Wc must break the ncolibcral dogmas that say, for example: provision of services cannot be
separated from the financing of those services, nor can one separate the different levels of
care.
The IMF, World Bank and regional banks like IDB impose these concepts as conditions for
countries to access their services. This generates inequality, less access and worsened living
and health conditions.
Ar rhe same time., we should note the lack of belligerence on the part of the WHO to
safeguard lhe health of peoples and its subordination to these conditions, the WTO and
transnational corporations.
Wc support decentralization as a means to deepen and develop democracy, but also
acknowledge that it is not sufficient in and of itself. It must take place in the framework of

national, slate and l<K-al public, systems, because these local systems cannot lake over the
responsibility of national governments. Incomplete decentralization creates obstacles to
access and increased inequity.
The wars promoted against Iraq by the government of the United States and the United
Kingdom, or that of the Israeli government, its occupation, systematic destruction and attempt
to eradicate the idea of nation and nationality of the Palestinian people, threaten the right to
life and health of these peoples and of the world.
The same is true of the coup attempts and efforts to dc-lcgitimizc the legal government in
Venezuela, and the ongoing war in Colombia. Both types of conflict seek to legitimize a
hegemony that threatens the autonomy and self-determination of peoples, all in order to
defend the “freedom” of financial capital.
We underscore the situation in Argentina, where the application of the IMF dictates has
already led to the impoverishment and epidemic spread of hunger. But, we also want to note
that the levels of social and popular resistance have made it possible to limit the
implementation of HvlF policies.
We salute the enormous and ongoing social and popular demonstrations against (he war in
Iraq, the war against the Palestinian people, the resistance to privatization of services, the
FT AA, the WTO and its dictates and the “free” trade agreements. And we make a call to
sustain and multiply these actions
The U. international Forum for the E>efense of Peoples Rights has been one more step in the
process to articulate resistance, common positions, and unification of efforts to change these
concepts and promote actions with new forms of struggle and relations with governments,
institutions and civil society organizations. It has allowed us to renew our energy and
commitment. A campaign has been launched here seeking A MILLION SIGNATURES
FOR HF AT.'I'M NOW, to demand fulfillment by governments and the WHO of the Alma
Ata Declaration 25 years ago, by means of which they committed to provide Health for All in
the year 2000.

proposals and exchanges that come from the communities and grassroots organizations, move
to the municipal, state, national and international levels, and conclude in the II Assembly and

building new proposals and allowing for concrete joint actions at all levels. We therefore call
on all organizations, individuals and institutions who are committed to health and welfare to

I have just returned after 10 days of travel in the
tribal areas of Madhya Pradesh- Jabua, Bethul,
Bhopal, Indore. Jabalpur etc. after working on the
issue of gender violence. In the same districts where
we had earlier been involved in women, health and
empowerment progamme in which Thelma was involved in
Karnataka. I met Ajay Khare who has been trying to
get MPVHAI work more closely with J SA, MP.
i am leaving for Ludhiana on 14th. i will be going to
CMC, Ludhiana. They are celebrating (I think 100
years of MBBS course). We had a centenary celebration
of CMC few years ago. I will be speaking to the
faculty and students about Globalisation and Health
and also what initiatives are being taken so as to
give ideas as to what is possible by way of
contributing. P you have any ideas since you have
been interacting so much with medical students and
education. I would really value your ideas.

Greetings from People's Health Movement Secretariat (Global) at CHC, Bangalore!
As a follow up to an earlier communication from you about Mandat International accommodation, this is to let
you know that Thelma is not joining the PHM Geneva event and I have requested Manoj for closer
accommodation to WCC / Palais to help coordination, press briefings and general accessibility as secretariat
coordinator. This means that the two places are free to be realloted. Requests have come in from Gopal
Dabde (Buko Pharma, Germany): Sarah Shannon (Hesperian Foundation, USA) and Niranjan Udugamagala
■HM - Sri Lanka). Since '. don’t know the allotment of rooms by gender and availability please indicate
" ich of these two can be suitable accommodation. I presume it could be Gopal and Niranjan in the room
allotted to Thelma and myself. But I through since you have been coordinating, you should confirm this and
also have the option to rearrange.

I arrive in Geneva on 14th night from Amsterdam KL 1937 at 20.45hrs. I have tentatively suggested an

gvai organizational derails and briefing. I shall be in London with PHM Evaluation from 9lh to 13th and will
Scpover for a day at Amsterdam on my way to Geneva on 14tn May.

look at how we work together and how we can improve that. I am new in this group, and I must admit that

Explanatory Note : In a period of 4 months, a partnership of the Genome Institute of
Singapore and Roche Pharmaceuticals developed a diagnostic test that could detect
the SARS coronavirus before the onset of symptoms and provide results within one
hour. The rapid response ofglobal research capacity to a new public health threat
demonstrates what is possible with sufficient political will, and when the economic
threat is great. Much of the key research done to develop this diagnostic tool was
conducted at the Genome Institute ofSingapore, a publicly funded research body,
using a patented research technology belonging to Roche. What lessons—whether
positive or negative—might the SARS diagnostics case provide for research into
neglected diseases ?

Greetings from PHM Secretariat (Global)!
Its neatly six weeks, since the IHF — WSF get together and I am sure everyone must have recovered from the
excitement, exhaustion and some of the viruses that were inevitably floating around in such a large gathering
At the secretariat, we have been busy recovering and following up with settling the local accounts; follow up to
the travel grants; the collation of minutes and proceedings; and beginning follow up of the interesting steering
group discussions.
This communication is just to prepare you for a series of further communications that will follow next week and
will need your prompt attention. We also enclose a check list of documents that were circulated at Mumbai and a
list of key communication that have already sent, since Mumbai to ensure that as Steering group member and
support group member, you have the access to all documents / information relevant to the steering / support

This is to confirm that KLM provided me with the premium ticket just a few
minutes ago.
I arrive in London Heathrow on May 13th at 10:40 am after a flight of many'
hours.
I leave London on May' 16th at 9:55 am from Healthrow for Geneva and the WHA
2004.
So. that means I can work on the 13th, but probably not much after 15 hours
of flying.
The 14th and 15th I am willing to work.

I wonder if you could advise me as to the e mail of the venue where we

Its nearly three months since the IHF - WSF event and I have not been able to send minutes, because I
still awi’.it the summary of die exercises facilitated by you and Andy, especially on the expectations from
die secretarial and the commitments to these expectations etc. Rakhal, our CHC rapporteur has sent me
the minutes of 12**1 / I3til meetings in February; David Legge has sent his notes of 18,n and 19Ltl in
February; Andy has sent me some PHM notes on regions in March, but there is still more to be received
from you. So please send it keyed in as it. is in some order, so I can integrate it here. The delays have been
very embarrassing but this is also to check out whether you have actually sent it and it got missed
somehow. Please confirm immediately, since any further delay would be awkward. Please send whatever
you plan to send as soon as possible. Timeliness is of essence, otherwise die momentum built up gets
lost.
I am sure there’s lots of progress on die PHA - USA front. I look forward to hearing all about it as
well.

Greetings from die PHM Global Secretariat and the WHO - WHA Circle. This communication is die
first announcement of some evolving PHM strategy for the World Health Assembly — May 2004. It
follows a lot of informal communications that have been coins?, on between manv of us and die PHM
Geneva grouo.
1. The World Health Assembly will take place from 17th to 24^ May 2004 at Geneva. The

programme and agenda is evolving and can be tracked on the WHO website www.who.int.
This year we suggest that the PHM team at WHA will be a small team making a qualitative input
into specific agenda concerns and following up on initiatives. Also since we do not have as yet a
grant to support PHM participation — the team will consist of only those who already have been
invited to meetings or events around the WHA or can raise their own resources from their
networks or regional efforts.
The PHM evolving agenda could consist of al) or most of die following:

The WHO Statement on Primary Health Care Policy (post Alma Ata. Anniversary)

Follow up on Infant and Child feeding.

The Million Signature Campaign- an update Jan 2004
The Million Signature Campaign (www.TheMillionSignatureCampaign.org )is the flag
ship campaign of the People’s Health Movement. Launched jointly by the People’s
Health Movement and International People’s Health Council, the Million Signature
Campaign is a rallying point for the PHM.
Launched in Jan 2003, this Internet-based campaign has been growing at a phenomenal
speed. Thousands of signatures are added from different parts of the world. Students,
health workers, medical professionals, peace activists, academicians, journalists, people
living with HIV/AIDS, former UN officials etc are among the many who have already
endorsed the campaign.
Breaking the digital divide, the campaign’s innovative strategy has helped to galvanize
more signatures in village settings where people have endorsed their signatures on hard
print copies. “The true success of this campaign is to ensure an informed debate on Alma
Ata and to press for Health For All NOW!” said a volunteer for this campaign.
This decentralized campaign is currently available in 6 languages- English, Spanish,
German, Italian, Tagalog (Philippine) and Arabic. Each language site is co-hosted by a
leading agency in the region / country. For example, the recently launched Arabic site is
co-hosted by Union Of Palestinian Medical Relief Committees.
Work is underway to construct another dozen language versions. Based on popular
demand, this campaign will continue till the People’s Health Assembly -II expected to be
held in Latin America in 2005. If you haven’t signed it yet, click on to

Greetings from PHM Secretariat!Global}!
Over the last two months we have sent you ten communications and these are listed out here as a ready reckoner.
While a fen' have responded; some have acknowledged only; most others have kept a staunch silence putting the region
network tiiat they represent to great disadvantage.
Wliile in this communication, we shall nor list out those who have not responded, we would like to hasten and thank the few
who cbd - for the solidarity and participation, that continues to keep rhe secretariat team optimistic, at the hub of rhe PHM
wheel.
Its difficult to steer a global movement, if members who are supposed to steer, do not respond. Perhaps they are too busy to
read the mail. Perhaps they need to consider a younger, fresher person in the region / network to take over'
The movement is growing and responding actively to strategic opportunities. PHA II and GHW need your active efforts and
mobilization.
Do not let your region or network down by being a non-responder. Help us to make file steering group a steering group, not a
communication group!
Not having time to read the mail is no excuse! Having read the mail and not sending acknowledgement is worse still! Having
read the mail and not sending some ideas suggestions or endorsement is undermining the steering!!
Join us in steering more actively, more proactively, more enthusiastically. This is a reality check. Ignore it, if it does not
apply to you. Respond to it, if it does.

Dear Ravi. Secretariat staff, and colleagues around the world.
Believe me 1 KNOW exactly what the secretariat staff is feeling.
I k|jow that silence and the uncertainty of knowing if everything is just lost in cyberspace It is upsetting and disconcerting.
And it brings frustration and, finally, it destroys motivation.
Undoubtedly we are al! VERY busy, we are mostly ACTIVISTS. And we need to be in these troubled times.
But, we can send a reply, if nothing mere than “received", later we can get back with our comments and suggestions as
"steerers". I also agree that ,;e need to involve new people and new generation. What are we doing about that in each of our
areas?
The volume: there is too much spam. junk, unsolicited mail etc blocking our servers and causing our mail boxes to overflow.
As the moderator of several yahoo lists I must check the sites every 3 to 5 days and reactivate accounts. Most of the time the
deactivation is the resuit of "over cuota" in the mail boxes. I also get many reports of the “Sen/er is too busy". Take the time
to clean up and delete messages from your servers. That way the messges will continue to be delivered, at least.
Use a spam control. This has some disadvantages. I have discovered that the subject line with a RE: in it is recognized as
spam on some computers. That is NOT good. So be careful with it.
There are many new viruses EVERY DAY. Be sure to have an up to date virus control. We use both Norton and Panda. You
manage this with your computer technicians. If you do not have one. find one. We are getting lots of virus coming through
PHM. Prasanna has taken security measures, but we all need to do something about it. Here at IPHC we are seriously
considering moving to the Linux system. Do any of you use it? Let us know about your experiences.
Ravi, perhaps a weekly communication with several issues taken care of in one message would be more practical then many
messages during the same week. Just a thought. Also, make the messages short, concise, and with definite points for reply
or comment.
So. just some suggestions. Now, on with the work.

Thanks for the helpfui suggestions. Prasanna will respond to some of your questions. Perhaps the weekly
communication with several issues and with definitive points for reply or comment may be worth a try. The
problem is that sometime people need a little background to make sure that the suggestions is not in a vaccum.
But I must admit that our style of communication is not 'little and concise', but 'lots and lots'. Any way, we shall try
a 'paradigm shift'.

Thanks for all the interesting information about Australia and PHMOZ. Two important lessons I draw from it - One
that only if PHM Secretariat team shares its frustrations, that we get interesting information from the regions. Can
it come regularly just as a commitement to widen communications?
Second, though i am a born optimist, I have realized that you have to shout to crank the communication shaft,
otherwise people get deaf in their own pre-occupations even when they are involved in such relevant ones in the
PHM context.
So keep responding to help us ail remains positive.

time for PHM. Bui this is always on lop ofa very busy job and involvement in local civil society as well.
On a positive note I am pleased to report that PHMOZ is taking on a life of its own. We received a massive injection of
enthusiasm from the visit from Prcm, Hari Maria. Deien. Arturo and David. Their visit means that we have groups active in
Sydney, Adelaide and Melbourne and David Legge and his group have established a list sei ver for PHMOZ. Both the
Adelaide and Sydney group* are having meetings next week and we will be discussing funding to send Indigenous people
to the PHM2.1 am also pleased to report tliat there is good enthusiasm from young people and hopefully they will soon be
taking ever some of the organisation from us older ones!
On top of Lids Dut id has been developing the International People's Health University idea which there is much enthusiasm
for.
As Maria says there is so very much to be active about. We have a national election announced in Australia and much of

Thanks for ail the interesting information about Australia and PHMOZ. Two important lessons I draw
from it - One tnat only if PHM Secretariat team shares its frustrations, that we get interesting
information from the regions. Can it come regularly just as a commitement to widen
communications?
Second, though I am a born optimist, i have realized that you have to shout to crank the
communication shaft, otherwise people get deaf in their own pre-occupations even when they are
involved in such relevan: ones in the PHM context
So keep responding to help us all remains positive.
