fishermen living in coastal areas of the country;

if so, the details thereof;

whether about 40,000 fishermen in coastal areas of Gujarat are
entitled to be enrolled as members under the Scheme;
(d)
if so, whether about 10,000 fishermen have not been enrolled
by the authorities and the Government of Gujarat had taken up this
issue with the Union Government;
(e)
if so, the reasons therefor and the time by which all the
eligible fishermen are likely to be covered under the scheme; and
(f)
if not, the manner in which the Government propose to cover
the remaining fishermen under the scheme?

cover to fishermen has been in operation since 1982-83. The scheme

at present applicable both to marine & inland fishermen who are
licensed or registered as active fishermen with the. 5tate/XiX-- --Governments. From March, 97 the insurance cover under the scheme will
be enhanced from Rs. 25,000/- to Rs. 35,000/- against death or
permanent disability and from Rs. 12,500/- to Rs. 17,500/- against
partial di sability.

Accorcing to the information received from the Government
of Gujarat, out of one 895 villages of 9 Talukas in Kutch district, the
State Government nave declared scarcity iti587 villages and
semi-scarcity in 2C£ villages, due to deficient rainfall to the extent
of 57% during the South-West monsoon, 1996.
(c):
A Statement indicating the funds allocated and released to
various districts of Gujarat from the Calamity Relief Fund for drought
relief measures is enc’osed.
(d):
Government of Gujarat had submitted a memorandum detailing the
extent of drought situation in various districts and the proposed
relief measures.
Government of India have already released Rs.104.70
crores during the current year as their snare of Calamity Relief Fund
to the Government of Gujarat.

(a)to(d): A Comprehensive Crop Insurance Scheme (CCIS) has already been
in operation in the country including in Tamil Nadu State since the
Kharif 1985 season. It is voluntary in nature for the States to
implement. The scheme is implemented through the General Insurance
Corporation of India (GIC).

The total number of Research Institutes set up in the country are 8 in
Fisheries and 82 in Agriculture including Animal Science. The location of these
institutions is given in Annexe-I.
(b) & (c) : Madam, there is no proposal to establish new Fisheries Research
Institutes in the Ninth Plan. However, relating to Agricultural Research
Institutes/Centres, it is proposed to establish a National Facility for Plant Virus Research
at Pune (Maharashtra) and a National Centre for Agriculturally Important Micro
Organisms at New Delhi.

(a)
Aquaculture (CIFA), Bhubaneswar, so far;
(b)
the number of scientists and scholars engaged in the research work;
the fund provided by Government to that Institute during the Eighth Plan and
(c)
provision made for the Ninth Plan;
(d)
whether Government have any proposal to expand that Institute; and
(e)
if so, the steps taken in that direction?

The following are some of the important research work undertaken by the
(a)
Central ^Institute of Fresh Water Aquaculture (CIFA), Bhubaneswar so far.
i)
Prolonged and multiple breeding of carps during pre-monsoon,
monsoon and post monsoon seasons for seed availability throughout the
year, by advanced gonadal maturation.
ii)
High density seed rearing with spawn at 50 million/ha with 65-92%
survival and fry at 5 million/ha with 70-75% survival.
iii)
Production rate of 15 tonnes/ha/yr under intensive carp culture.
iv)
Breeding, seed production and hatchery management of catfish under
controlled conditions through environmental and hormonal
manipulations and standardisation of hatchery designs.

Broodstock development and hatchery management for giant
freshwater prawn and riverine prawn.
vi)
Technology for culture of pearls and pearl images through implantation
of nuclei in freshwater mussel.
vii)
Quantification of aquatic biofertilisation with Azolla to meet total
nitrogen requirements of fish production.
viii)
Organic farming in aquaculture using biogas slurry as manure to
produce fish and spirulina.
ix)
Diploid gynogenesis and polyploidy in the carps and stock improvement
in rohu through genetic selection.
x)
Formulation of a chemical mixture, CIFAX, effective in controlling the
Epizootic Ulcerative Syndrome (EUS) disease in fishes.
xi)
Development of polyvalent antigen (vaccine) for controlling Aeromonas
infection commonly encountered in fish ponds.
xii)
Design and development of closed-loop recirculatory system and flow
through system for intensive aquaculture.
xiii)
Cryopreservation of milt of Indian major carps and testing the viability
of the cryopreserved milt.
xiv)
Formulation and development of CIFACA feed for various stages of
carps, catfish and prawn.
(b)
The Cadre Strength of Scientists in CIFA is 78. Presently there are 23 research
scholars in the Institute.
(c)
The Budget of the Institute during the Eighth Plan period is:

regions where productivity of foodgrains is below national level; if

whether Government have now formulated any scheme for
implementation in order to increase the productivity in these regions;
and

if so, the details of such schemes and by when the schemes are
likely to be initiated?

(a):
The Committee has not submitted its final report. However,
Part Report No.1 in respect of North Eastern Region has been submitted
on 15th February, 1997.
(b) :
The main features of the report are suggestions for bringing
about convergence and synergy among numerous on going Government and
non-government programmes in the areas of agriculture, agro industries,
rural development and poverty alleviation by a vertical & horizontal
integration of these programmes and promote the development &
dissemination of eco technologies based on the blending of traditional
wisdom and technologies with frontier technologies in the North Eastern
Region.
(c) :
A statement giving the average productivity for triennium
ending 1995-96 in respect of wheat, rice, pulses and other foodgrains
(i.e. coarse cereals) for the States where there are lower productivity
rates than the national averages, is annexed.
The main reasons for low productivity are attributed to thepredominance of small & marginal holdings, low level of input use and
less adoption of improved crop production technology and inadequate
infrastructural facilities.

(d)&(e): For improving productivity the following Centrally Sponsored
Schemes are being implemented:-
Integrated Cereals Development Programme in Rice Based Cropping
(i)
System Areas (ICDP - Rice);
Integrated Cereals Development Programme in Wheat Based
(ii)
Cropping System Areas (ICDP - Wheat);
Integrated Cereals Development Programme in Coarse Cereals
(iii)
Based Cropping System Areas (ICDP - Coarse Cereals); and
(iv)
National Pulses Development Project (NPDP).
Through these schemes, assistance is being provided for the use
of location specific high yielding varieties seeds including hybrids of
Paddy and Coarse Cereals, improved farm implements, sprinkler
irrigation sets, adoption of Integrated Pest Management, organisation
of field demonstrations and training of farmers.

The harvestable potential of marine fisheries resources of
Orissa has been estimated at 1.44 lakh tonnes per annum. During the
years 1993 94, 1994-95 and 1995-1996 marine fish production was 1.04,
1.22 and 1.23 lakh tonnes respectively. Thus, there is some scope for
promoting marine fishing in the State. Besides the schemes under the
State Plan, the Department of Agriculture and Cooperation is
implementing the following Centrally Sponsored Schemes during the
Eighth Plan to tap the marine fishery potential
i) Development of coastal marine fisheries comprising the
components viz.
(a) Motorisation of Traditional Craft.
(b) Introduction of Plywood Craft.
(c) Introduction of intermediate type of craft for offshore
pelagic fishing, and
(d) Reimbursement of Central Excise Duty on HSD oil supplied to
mechanised fishing vessels below 20 metre length.
ii)
Enforcement of Marine Fishing Regulation Act and Introduction of
Artificial Reefs and Sea Farming.
iii) Schemes for development of Fishery Harbours (major and minor
ports) and Fish Landing Centres.
iv)
(c):
Development of model fishermen villages, group accident insurance
and saving-cum-relief under the National Welfare of Fishermen
Scheme.
Ninth Plan Schemes have not yet been finalised.

(a): The major groundnut producing States are Andhra Pradesh, Gujarat,
Karnataka, Madhya Pradesh, Manarashtra, Orissa, Rajasthan, Tamil Nadu
and Uttar Pradesh. The Annual Production of groundnut in these States
during the last three years is given in Annexure I.
(b) & (c): The production of groundnut during the current financial
year i.e. 1996-97 is estimated to be 91.2 lakh tonnes which is an all
time high production cf groundnut during the last three years.

are organised on farmer’s field to transfer the production technology.

for implementation in the coastal areas of East Godavari Districts of
Andhra Pradesh with an outlay of US $ 316000. This pilot project has
provision for setting up of a transceiver, installing shore to boat
communication system on fishing vessels, safety equipments, outboard
motors and life saving devices such as life jackets and life buoys
for selected beneficiaries.

The Government of Andhra Pradesh have already paid exgratia
assistance at the rate of Rs.1.00 iakh per person to the families of
192 fishermen who died in the cyclone of November,1996. Out of the
remaining cases, the State Government have now decided to treat 1279
missing fishermen as dead and give financial assistance to their
fami lies.

Government of India has recently negotiated with the
World Bank the Andhra Pradesh Hazard Mitigation and Emergency Cyclone
Recovery Project with an assistance of US $150 million. Restoration
cf the public infrestructure affected by the cyclones of October and
November. 1996 including the East Godavari District has been provided
in the project.
(c) & (d):
The assistance under the Project will be utilised for
restoring the public infrastructure affected by the cyclone during
October and November, 1996, preparing and implementing a long term
natural hazard management programme, and enhancing early warning
capabilities for cyclone and wind forecasting in Andhra Pradesh.
(e):
An allocation of Rs.209.00 crores has been provided under the
Project for State and rural roads.

quarterly instalment taking into account the fact that the Vote on
Account had provided for 1/6th of the annual allocation.

As recommended by the Tenth Finance Commission, the
Government of India have laid down the items on which expenditure can
be incurred for relief measures undertaken by the State Governments
using the corpus of the CRF. The State Governments have laid down the
norms of expenditure on relevant items and the Central Government has
approved the norms with such modification as required t^ bring them
reasonably in line with the all India position. The State Governments
are competent to decide on the relief measures required in a particular
situation and incur necessary expenditure in accordance with the norms.
In accordance with the practice in vogue all such expenditures are
subject to audit.

In the pre-monsoon season the country normally receives
an average rainfall of 26 mm in March and 36 mm in April. Hence rains
places during March-Apri1,1997 damaged a cropped area of about <0,000
ha. in Andhra Pradesh and 4600 ha. in Uttar Pradesh. Some damage to
cropped area has occurred in the States of Madhya Pradesh and
Rajasthan also, the exact extent of which has not been reported.
(c)&(d):
While it is not the practice to provide compensation to
those affected by natural calamities, the State Governments provide
necessary assistance to the affected farmers using the annual
allocation of the Calamity Relief Fund (CRF). The annual allocation
of the CRF is 9iven in the statement ^.t Annexure.

A Comprehensive Crop Insurance Scheme (CCIS) covering
(a)to(f):
cereals, oilseeds and pulses crops has been in operation since kharif
1985 season.
It covers all the farmers availing institutional loans
for the production of insured crops.
The insured crops are as shown in
Appendix-I. A statement showing State-wise details of area and farmers
covered under the CCIS during the last three years is
annexed. (Appendi x-11).
The scheme has been reviewed with a view to covering non-loanee
farmers and to reduce the unit area. A decision has been taken to
introduce a Pilot Crop Insurance Scheme (PCIS) in 25 districts of 9
States.
A statement showing names of the States
and districts where
the PCIS is to be implemented is annexed. (Appendix-Ill).
Under the
PCIS also the same crops as in the CCIS, which are’shown in Appendix-I
are proposed to be covered.

(a)&(b): The rate of foodgrains production i.e, productivity per
hectare varies from State to State depending upon diverse agro-climatic
conditions, irrigation potential, soil fertility, input applications
and other resource endowments. A statement giving State-wise
productivity of wheat, rice, pulses, coarse grains and total foodgrains
besides oilseeds during 1995-96 is annexed. The States with maximum
and minimum productivity of the crops are also indicated in the
Annexure.
(c)&(d): To increase the production and productivity of these crops in
various parts of the country, the Government is implementing various
crop oriented programmes viz. Integrated Cereals Development Programme
(ICDP) in Wheat, Rice & Coarse Cereals based cropping system areas
besides Accelerated Maize Development Programme, National Pulses
Development Project and Oilseeds Production Programme.

Anart of the command of Mahanadi has been covered under
Orissa Water Resources Consolidation Projectto'lch has been sanctioned
during the VIII Plan, The activities under the project include
rehabilitation and modernisation
of existing projects, improving
system deficiencies by on farm development works, linking of canals,
repairs of offtake points,
cross regulators, etc. These activities
result in improved water management thus checking the problem of
waterlogging. Eight irrigation projects of the State
were also taken
up under the National Water Management Project (NWMP> with
the
ebjective of upgrading the system covering
an area of 1.10 lakh
hectare.
Steps have also been taken to

In the meeting of Joint Te^n of Experts of Nepal and
India held in January, 199 7, the two sides have agreed
to exanire and assess the work-load required for carrying
out detailed studies leading to Detailed Project Report
to be prepared for Sapta Kbsi High Dam.
The matter is being pursued with the Gove mr.ent of
Nepal.

Government of Bihar would re-submit their estimate f or
undertaking counter protective measures in Bihar
territory that would be necessitated due to the proposed
implementation of Lalbakeya embankment in Nepal territory.
The revised estimate duly ccmplying with the observa
tions of Ganga Flood Control Commission (GFCC) is awaited
from Bihar.
iii)
The scheme to prevent the erosion problem in MadhuraourMahendrapur area would be re-submitted through GFCC for
reconside ration of Technical Advisory Committee of the
Ministry.
Government of Bihar is yet to take further action in
the matter.

The reimbursement claims of Bihar for 1996-9 7 towards
maintenance of Kosi Flood Protection works in Nepal could
be released early.
Rs. 69.78 lakhs have been reimbursed to Governr.ent of
Bihar in February, 1997.

The Drainage scheme for ’’Construction of sluice gate at
Topra-Chaukiya-Paharpur embankment” would be put up for
considerati on of Steering Committee on Flood Proofing for
its inclusion under Flood Proofing Programme.
In the meeting of the Steering Committee held in February,
199 7, approval has been accorded for inclusion of this
scheme under Flood Proofing Proqrar.me.
vi)
Central assistance for erosion problems by river Ganga
near village Jhawa on Sonepur-Chapra National Highway
could be considered during 9th Plan provided Planning
Commission allocates adequate funds for the scheme.
The gth Plan proposals are still under finalisation.
vii)
The issue of sharing of cost of Piprasi-Pipra ghat
Embankment (betv^een Bihar and U.P.) end Nahananda
Embankment (betv^en Bihar and vest Bengal) would be
discussed in the next meeting of the Ganga Flood Control
Board.
Ganga Flood Control Commission is initiating action to
convene the meeting of the Ganga Flood Cort rol^Board* .. •?

Inter-state disputes including these on Darned ar Valley
project would be disucssed in the forthcoming inter-state
meeting.

Water Commission to explore the possibilities to divert
flood waters of Ganga near Haridwar and Bijnore for use in

Rajasthan.
The study revealed that sufficient water was
not available in Ganga near these two places for more than
20-30 days in a year for diversion to Rajasthan.
It was
concluded that running the proposed large size diversion
canals, more than 100 km. in length,
for such a short
period will result in damages and their maintenance was
likely to be very expensive thereby making the proposal highly
uneconomic al,
(d)
On further
request from Rajasthan,
Central Water
Commission has requested Government of Uttar Pradesh to furnish
some more data to review the study.

as Central share of Calamity Relief Fund to the Government of Andhra
Pradesh for undertaking relief and rehabilitation measures in the wake
of natural calamities. In addition Rs. 142.0C crores has been released
from the National Fund for Calamity Relief for relief measures in
various sectors including agriculture in the wake of the cyclones of
October-November, - 9. Besides, the Tobacco Board in the Ministry of
Commerce has also eurcticned Rs. 37.35 lakhs to provide subsidy to
Scheduled Caste/Tr . te, small & marginal farmers whose tobacco crop &
barns were damaged o_.''ing the cyclone of November, 1996 to recoup part
of their losses in
districts of East Godavari & West Godavari
a1ong with the fart.u^o who suffered losses in other districts.

is free of cost to Seed Producing Farmers with ar understanding to
collect the pure seed from those fields. CTRI has also supplied tobacco
seedlings to the fa ^ers on cost basis after meeting the requirements
of Seed Producing farmers. The demand and requirements have been met
fujly. The-CTRI d^cts its scientists through its various extension
activities to advise farmers and commercial nursery growers to produce

In response to a Memorandum seeking additional
assistance from the National Fund for Calamity Relief (NFCR), a Central
Team was deputed to Andhra Pradesh to assess the extent of damage and
requirements of relief and rehabi1itacion in various sectors including
the Animal Husbandry Sector in the wake of cyclone of November,1996.
The Team visited West Godavari district on 2S-3O November,1996.
According to the assessment of the Central Team, about 10,000
(c):
cattle, 5,000 sheep, goats and pigs and 22,00000 poultry birds perished
due to the cyclone and flood of November, 1936 in East and West
Godavari districts.

On the basis of the recommendat^cns o^ the Central Team

the National Calamity Relief Committee approved an assistance of
Rs.142.00 crores from the NFCR for relief measures in various sectors
including Animal Husbandry Sector, which was released on 1.1.1997.
This is in addition to Rs.93.14 crores released as Central share of

The Central share of Calamity Relief Fund (CRF) amounting

to Rs.36.76 crores for 1996-97 has already been released to the

Memorandum seeking additional assistance of Rs.577.70 crores
National Fund for Calamity Relief (NFCR) for relief and rehabi1itation
measures in the wake of drought conditions, including Rs.371.00 crores
for Employment Generation Programmes. On the basis of the report of a
Central Team which visited the State, to assess the situation, the
National Calamity Relief Committee (NCRC) considered the request of
the State Government for additional assistance.
The NCRC has sought
certain clarifications from the State Government about the
requirements of additional Employment Generation in the drought
affected areas. In the meantime, an amount of Rs.13.00 crores has
been released to the State Government from the NFCR,in addition to
Rs.106.34 crores as the second instalment of funds under the
Employment Generation Programmes.

Andhra Pradesh, cyclones, heavy rains and floods during October and
November, 1996 affected a population of 1.71 crores, claimed 1412
human lives and damaged 7.46 lakh houses and crops in an area of 15.49
lakh ha. in the State. The State Government had submitted two
memoranda seeking additional assistance of Rs.2693.00 crores from the
National Fund for Calamity Relief (NFCR) for relief and rehabilitation
measures in the affected areas!’ Central teams visited the affected
areas and after considering these reports the National Calamity Relief
Committee aporoved an assistance of Rs.142.00 crores from the NFCR,

which was released to the State Government on 1st January, 1997. This
was in addition to Rs.93.14 crores released as Central share of
Calamity Relief Fund during 1996-97 and Rs.63.00 crores sanctioned for

Commission has been satisfactory and has b?en appreciated by the users
of the forecasts for the reliable and timely forecasts, particularly
of the major flood events,
The performance in terms of accuracy of
forecasts for the last 10 years is at Statement-1,
The accuracy ranges
from 94% to 97%.
To improve the efficiency and reliability of flood forecasts,
the techniques are being constantly reviewed, updated and modernised.
The efficiency and reliability have considerably improved through the
use <5f comouters and computer models for analysis and formulation of
forecasts.
The communication system is being modernised by introducing
satellite technology in order to advance the warning time and quicken
the data transmission.

The Ministry of Agriculture is administering the Indian
Peoples’ Natural Calamities Trust (IPNCT)’ which was formerly known as
the Indian Peoples’ Famine Trust.
(b):
The object'-'es of the Trust, which is Administered by a Board
of Management headed by Agriculture Minister are the following :~
(i)
providing assistance to victims of natural calamities such as
flood, cyclone, drought, earthquake, fire, avalanche and hailstrom or
any other like calamity, who do not receive any financial assistance
from other sources;
(i-i )
promoting research, study and documentation activities for
natural disaster prevention, preparedness, mitigation and reduction.
(c) & (d): During 1996-97 Rs. 6.00 lakh and Rs. 1.65 lakh were
provided to Governments of Andhra Pradesh and Kerala from the Trust
for assisting some of the flood victims. No such assistance was
provided to States affected by droughts.

Institutional arrangements already exist for providing
lejj.
financial assistance to States for carrying out relief .and
rehabilitation measures in the wake of natural calamities including
drought. A Calamity Relief Fund with an average annual allocation cf
Rs. 1260.00 crores and a National Fund for Calamity Relief with an
average annual allocation of Rs. 140.00 crores have been constituted
for this purpose. The annual income of the IPNCT is too meagre to
proviso any worthwhile assistance to the victims of the natural
calamifes.

Memorandum to the Government of India only in the event of a calamity
of rare severity where additional funds are sought from the National
Fund for Calamity Relief (NFCR).

(a)&(b) Under the constitution. Irrigation and Flood control are
tate subjects.
Their planning, execution and funding is cbne
through State Plans, which comprise of State Resources and Central
Assistance.
Preventive measures to check floods in Punjab are taken
by the State Government.
However Ministry of Water Resources has
been providing Central Assistance of Rs. 1.5 crores annually on an
average in the flood sector to the Government of Punjab for construc
tion of flood protection works along Indo-Pak border on rivers Ravi
and Sutlej. Ministry of Home Affairs has also released Rs. 11 crores
to the Government of Punjab in February, 1997 for construction of
Flood Management Works on river Ravi 6nd Sutlej.
(c)&(d) Ln order to examine the oroblems of flood and flood manage
ment, Government of Lndia constituted five regional task forees on
30.9. 1996 with the oarticipation of very senior officers from the
Centre and State Govemmentsof the region to examine the regional
flood oroblem in detail, review existing remedial measures adopted
so far and recommend measures for comprehensive solutions to the
problem including better maintenance of existing works and for
effeotive finding of the projects in the flood sector besides
ing youths for the purpose. Secretary (Irrigation), Government
of An&ra Pradesh is a Member of the Southern Regional Task Force.
The final report of the Task Force is expected to suggest comprehen
sive solution to the flood problem of each State.

(a) to (c)
The Ganga Flood Control Commission has prepared compre
hensive flood management plans for all sub-basins of Ganga, in respect
of all concerned States including those tributaries flowing from Nepal
to Bihar, and sent to the State Governments for their detailed investi
gation and implementation.
The State Government of Bihar has been
undertaking various flood management measures which have provided
reasonable degree of protection to an area of 18.89 lakh ha. out of a
flood crone area of 42.60 lakh ha. so far. The schemes are underta'
by the State out of the State plan funds depending on the in terse
oriority decided by them.
The Central Government is also providing financial
assistance to Bihar for implementing flood proofing programme in the
State during Sth Plan which is proposed for continuation during 9th
Plan.
98 flood proofing schemes have been cleared and an amount of
Rs. 1.5 crore was released during 1995-96 to the State as advance for
initiating the wrk.

However so far the State Government has spent

crore but in view of poor expenditure, while finalising revised esti
mates, it has been reduced to Rs. 1 crore, the release of which would
depend upon utilisation certificate for the year 1995-96.
The Central Govemnent is also holding discussions with
the His M aiasty's Government of Nanai regarding construction of storage
reservoirs and embankments on common rivers which would benefit both
the countries. Extending embankments on Lalbakeya, Kamla, Bagmati and
I'hanco rivers into -Tenal territory are under active consideration and
the work on Lalbakeva embankment is exoected to start very early.
Investigations for Sapta Kosi 4igh Dam in Nepal are also expected to be
taken an jointly with Nepal shortly.
A joint project for setting up
riuteoroloaical and hydro meteorological stations on common rivers with

al which would provide data for effcient flood forecasting on these

Government of India have already released its entire share
of Calamity Relief Fund (CRF) for 1996-97 amounting to Rs.44.51 crores
to Government of Tamil Nadu. A Memorandum has been received seeking
additional assistance of Rs.621.55 crores from the National Fund for
Calamity relief (NFCR) for relief and rehabilitation measures in the
wake of heavy rains and flcods of December, 1996. A Central Team
visited the State on 27-31 December, 1996. Eased on the report of-the
Team, the National Calamity relief Committee will decide about the
quantum of additional assistance, if any, from the NFCR.

in the wake cf natural calamities was allocated by the Tenth Finance
Commission to various States on the basis of the trend of such
expenditure incurred by the State Governments during the last ten
years. In the wake of a calamity of rare severity Government of India
provide additional assistance from the National Fund for Calamity
Relief.

acres of land in Orissa against 106 acres agreed by Government of
Orissa.
Government of Ancbra Pradesh has submitted a modified
nronosal in February,
1996 wherein Neradi Barrage was not included
thus eliminating submergence of the Orissa territory.
However,
concurrence of Orissa Government to the modified prooos al has not
been received.
The dispute between the Governments of Andhra Pradesh and
Orissa on Jhanjawati Project is regarding demarcation of inter-state
boundary for assessment of actual area of submergence^
The project report on Bahuda project preoared by the
Government of Andhra Pradesh was not in accordance with the inter
state agreement with Orissa which interalia specifies that storage in
Andhra Pradesh on Bahuda river would not involve any submergence of
Orissa territory, but allows Andhra Pradesh construction of some
ancillary vzorks needed for functioning of the storage scheme on
Orissa territory. Modified reoort is still awaited from Government
